How to apply for duplicate
driving license in Kerala State
Rule 29 of
Kerala Motor Vehicle Rules, 1989 specifies that “if at any time a driving
license is lost or destroyed, the holder of such license shall forthwith
intimate the fact that and apply for duplicate license in form ‘DLLD’ in
duplicate to the Licensing Authority having jurisdiction over the area in which
he has his place of residence at that time.’
So application
for duplicate license has to be filed in form DLLD before the licensing
authority within whose jurisdiction the applicant is now residing. The receipt obtained
after remitting the required fee of Rs 250/-(Rs 200/- being the fee for renewal
of driving license and Rs 50/- being the service charge) and two passport size photographs
and an affidavit signed in plain white paper will also have to be submitted by the
applicant. Late fee applicable for delay for each year of delay will also have
to be paid.
If for any reason, the applicant could not
appear before the licensing authority in person he can authorize another person
with a proper authorization letter in and either the applicant or the authorized
person will have to appear before the licensing authority with an affidavit
written in a stamp paper worth Rs 50/- in the format given in the annexure I. As
per the citizen’s charter of motor vehicles department the duplicate license
will be sent to the applicant’s address entered in the license after five days of
the personal hearing of the applicant or applicant’s authorized person by the
licensing authority.

been lost irrecoverably and I have exerted all possible efforts to trace out
the license. This matter has been informed at the local police office and no
information in this regard has been received from that office till date. This
license has not been taken into possession by any of the authorities like
police, forest, excise, motor vehicles, court or any non Governmental agencies
and this license has not been pledged or mortgaged to anybody in connection with
financial activities.
My above license
was not suspended or cancelled. If the license has been traced out it will be
returned by me immediately. I request that the delay in informing the fact of
the loss of license may be forgiven and I also confirm that the facts stated
above are true and genuine. If anything contrary to the above statement were
found out in future, I agree to be held myself and by family members and my
movable and immovable property responsible and the same may be made use of to
make good the losses that may be caused to the department or the Government.

You approach the R.T./Sub R.T. Office from where you obtained the license. If you give them your date of birth they can search in the system and find out the details of all the licenses issued from that office containing that date of birth. From that list your license number can be found out. To know more about how to apply for duplicate license, please go through the concerned article published in this site.

Please see my article named issue of duplicate license published in this site. If you can sign the form and get the affidavit signed by a notary public in kerala, I think your father can file application for you. Please contact the head of the office from where you have to get the duplicate license and act according to his advice.

Normally the fine for driving without license is rs 100/- only. Recently it was learned that steps to cancel the license of the person who is driving a motor cycle without helmet are taken. You contact RTO and get the offence disposed off. Then you will get back your license.
DeleteSir, Police caught me on 2013 February for Drink and drive, for that i have paid 2800 Rs. ,And two weeks before i came to know from the news paper that police had sent a report to RTO office for suspending/ Cancelling the licenses of all those who caught for drink and drive starts from 2013 January. Till now i did not get any information saying that my license is cancelled or suspended.

You please contact the officer who has caught you for drunken driving. Then you will get the information about what has happened to your license. You cannot apply for a duplicate license when the licence has been seized by a police officer in connection with an offence under Motor Vehicle Act

You give your date of birth in the office from where your license was taken. They can search for the details of the license issued to persons with that date of birth and from that list your license number can be found out. With that number you can apply for a duplicate license. check the driver license detail, I found the format of license number is
completely different. Can you explain that why?
Earlier licenses were issued with number which relates to the office issued and the year of issue and the serial number of fresh licences issued in that particular year.For example EA/1111/2011 relates to Ernakulam district, Alwaye office/ serial number for that particular year/ year of issue. I hope it is clear for you now. Bur after computerisation a different format is used. I can only say now that for EA, the representation is 41 which is the office code of Alwaye office. Other parameters differ according to circumstances which I do not want to explain here

. You need to carry an attested copy of the driving license. if any inspecting officer insists, you can show it to him within a reasonable time as agreed by him

ReplyDeleteThe fee is now Rs500+50 Sc for duplicate licence.secondly, I was told that the affidavit should be in Rs.50/-stamp paper signed by a Notaroy.You have mentioned "on plain paper" which is not correct. Am I correct sir? it is aslo nto mentioned about Notaory.

Sir, is there any other way to get a duplicate
If you are sure that RTO officials have checked the data base and gave you the information, then it is possible that your license is not included in it. In such a case it will be very difficult to get a duplicate for your license as the original license register in which the license is included has to be traced out and particulars has to be obtained from that register and entered in the data base.

ReplyDeleteMy licence was issued in TVM, Kerala. I lost it last day in Chennai, as I am currently working here. Can I re-apply for it here on Chennai RTO? I am confused because, your statement mentions "to the Licensing Authority having jurisdiction over the area in which he has his place of residence at that time." and as I'm currently residing at Chennai, will I be able to apply it here?
Also, is photocopy of the police complaint mandatory while re-applying?

If you have changed your residence in Kerala, you will have to apply to the new licensing authority. Since, you are in Chennai, you can apply for duplicate license before the licensing authority from where the license was taken, without mentioning anything about your change of residence. After getting the duplicate license, if you want you can apply for change of address at Chennai. But it will not be very easy to note change of address at Chennai. So please obtain duplicate license and don't proceed further.

You go to the office from where the license was issued. Give your date of birth to the PRO of that office. He will be able to get the details of all the licenses issued from that office to persons with that date of birth. From this list your license number can be found out. After getting the number you can apply for duplicate license.

When you apply for duplicate license you have to fie an affidavit stating that the license is not in the custody of any officer or office. So I think it will not be possible to obtain duplicate license when it has been surrendered. You contact any officers in the department and ascertain the correct position. So if you give your date of birth to the officers of the office where your license is included, they can check and find out the license number of the license matching to your particulars like name, address etc. After getting the number you can apply for duplicate license, if you want.-

Please go through my article based on which this question was asked. As per the procedure now followed in many offices in kerala , you have to give an affidavit on stamp paper affirming that the license was not seized by any police officers. I don't know how you can do it sitting in UAE. You contact the office where you have to apply for duplicate license and confirm the details. It is the best thing that you can do now.

ReplyDeleteIf you give date of birth to the public relation's officer of the office form where you took the license he can get the details of all the licenses issued to persons with that date of birth. From that detail he can find out your license number. So please contact him.

2. I am using a laminated copy of my old license which I know is an offence, but I hardly drive anywhere in Chennai., Can I give a copy of this ?

If no other address proof is available to you can produce bank account statement and give a affidavit on stamp paper signed before a notary stating the circumstances of your case. The officer concerned is having discretionary powers to accept this affidavit provided he understands the circumstances which lead you to this situation. Usually photo in the license is changed when the licence is given for any services. If necessary you can apply for a duplicate licence stating that your licence is defaced and wants to be changed. I think this is the only method that can be followed for changing the photograph in a driving license.

If you don't have such account go to an akshya kendra from where you can file online application.After filing the application online, take a print out of it and submit it direct to the concerned authority that is the office where you are applying for duplicate license.

Applications have to be filed online by logging on to keralamvd.gov.in. After filing application one has to take the print out and give it to the concerned RTO/Jt.RTO with RC or License as the case may be

ReplyDeleteI lost my booklet licence on the 28th Mar, 2018 issued by Kottaym RTO in 2006 while is was driving between ktym town to ktym adichira. I guess it fell somewhere on the road. On returning back within minutes i scanned the road again to see if im lucky but i guess someone might have picked it or maybe I missed it
1.I want to know if FIR is needed for applying for duplicate.? 2.Also since it was a booklet will I be issued a booklet or will it be a card? .
3.Also will the duplicate license number be the same number or will I get a new license number.

1. FIR is not necessary for applying for duplicate license.
