LICENSING OF DRIVERS OF MOTOR VEHICLES
 Rule 16, Rule 17,  and Rule 18
 
16. Form  of driving license,- (1) Every driving license issued or renewed by a licensing authority shall be in form 6.

   (2) Where the licensing authority has the necessaryapparatus, (for the issue of laminated card type or smart card type driving license, such card tyhpe or smart card type, as may be specified in the notification issued by the concerned State Gov ernment or Uniton Territory Administration,) shall be in form 7.

   (3) On  and from the date of commencement t of this rule, every driving license issued or renewed by the licensing authority shall be in form 7.

  (4) Every international Driving Permit issued by a licensing authority shall be in form 6 A and shall be valid for a period of not more than one year from the date of issue, as the case may be, or till the validity of the driving license, whichever is earlier.

  (5) the automobile associations authorized by the State Government/Union Territory Administration shall be allowed to issue International Driving permit to their own members as also others subject to counter signature by competent authority.

 17. Addition to driving license,- (1) An application for addition of another class or description of  motor vehicle to the driving license shall be made in form 8 to the licensing authority and shall be accompanied by –

 (a) a certificate of learner’s license held by the applicant:

 (b) in the case of an application for addition of a transport vehicle, the driving license in form 5:

(d) appropriate fee as specified in Rule 32.

  (2) The provision of sub-section (1), sub-section (3), sub-section (4) of section 9 shall, in so far as may be, apply in relation to an application for the grant of a driving license.

18. Renewal of driving license,- (1) An application of the renewal of a driving license shall be made in form 9 to the licensing authority having jurisdiction over the area in which the applicant ordinarily resides  or carries on business and shall be accompanied by-

 (a) appropriate fee as specified as specified in Rule 32;

 (b) three copies of the applicant’s recent passport size photographs, if renewal  is to be made in
       form  6;

© the driving license;

(d) the medical certificate in form 1A.

  (2) Where the driving license authorizes the holder of such license to drive a transport vehicle as well as  any other vehicle, then the licensing authority shall, subject to the production of medical certificate, renew such license  for the appropriate  period as specified in sub-section (2) of section 14.

  1. Firstly, thank you for such an informative blog.
    I would like to know if we can approach the RTO for renewal of driving license before 2 or 3 months of its expiry for valid reasons like the person may be going abroad and he needs to get IDP?

    Also please specify within how many days we can get the renewed license

  2. Hi,
    Renewal of driving license applications can be filed 30 days before the expiry of the license and withing 30 days after the expiry. Such licenses will be renewed without any break in the validity. Renewal of driving license application can be filed within 5 years after the expiry of the validity. in such cases delay fee and other fines will have to be remitted and the license will be renewed from the date of submitting the application only. There will not be continuous validity as in the case of timely renewal. After five years renewal is not possible.s Similarly there is no provision to renew a license more than 30 days in advance, whatever be the reason.
